The following file:

SPEED.DAT

is a comma delimited file containing data for use in debugging/testing
code for 1P Quality Index calculation. It is a series of 6 minute
speed data for a 360 hour test.

The file contains 3 columns.
Column 1 (numeric)
   Time in hours and tenths of hours.
Column 2 (numeric)
   Data value.
Column 3 (logical)
   Logical value set to 'Y' if the record represents Bad Quality Data
   (or BQD).

For speed in the 1P test, the following values are pertinent:
1800      = Test target
1798.530  = Lower QI value
1801.470  = Upper QI value
1710      = Under range default value
1890      = Over range default value
