Here are the unapproved minutes of the Mack Surveillance Panel teleconference on the afternoon of January 21, 2003.
Greg has not yet sent me the "standard" test procedure for the T-10 based viscosity test, but I didn't want to hold off distributing these minutes any longer. Greg can either "reply to all" and attach the procedure to this note, or he can still send it to me and I will forward it to the distribution list.

Due to Ken Goshorn's unavailability during the early part of the meeting, the agenda order was revised as follows:
0) New targets for the T-10 and T-10A tests.
0) Need for the oil pump to be a critical part.
0) New T-10 based viscosity increase test. Need and Task Force formation.

Jeff Clark gave a brief review of the proposed new targets for both the T-10 and T-10A tests based on 20 tests for the former and 30 tests for the latter….all using the new reference oil batch TMC 820-2. Following a brief discussion covering how the data should or should not be pooled and the acceptability of the standard deviation results, Bob Campbell made a motion to accept the new targets as proposed with the exception of the liner wear standard deviation which would change from 4.0 to 4.2 based on a change in the pooling of the data. Jim Matasic seconded the motion which was passed unanimuosly.

Jeff Clark noted that the new targets will be effective for all tests reaching EOT after mid-night January 21, 2003.

Greg Shank returned to the question of is there anything we can do to improve test precision, and Scott Richards suggested that we could once again look at the reference oil data set to see if the use of a soot correction, like the T-9, might improve ring and liner wear precision.

ACTION ITEM - Jeff Clark agreed to review the reference oil data set to see if there is a correlation between soot and ring or liner wear. Wim Van Dam offered Jim Rutherford's help to Jeff, if he needs it.

The group next discussed whether or not the oil pump needs to be a critical part, and the question came up as to whether or not the "correct" pump part number is specified in the test procedure. After checking, Jeff Clark indicated that the P/N is NOT currently in the procedure.

ACTION ITEM - Jeff agreed to add the oil pump part number (315GC465BM) to the test procedure.    
TEI has some 15 pumps in stock, and in the last year only one replacement pump was required. It was decided that the oil pump would not be added to the critical parts list.

As an aside, Jeff Clark noted in response to a question, that TMC has 82 drums oil 820-2 in stock.

Greg Shank discussed a problem which Mack and several other EMA members have been aware of for roughly the last year involving CI-4 lubricants and EGR-equipped engines. This problem has been seen both in dyno tests and in the field, and it may or may not involve condensation of the EGR gasses.

- The primary manifestation of the problem is the loss of high temperature (KV100) viscosity control with CI-4 lubricants at soot levels much lower than would be predicted by these oil's T-8E results. I.E. the T-8E does not offer adequate protection for October, 2002 (10/02) engines.

- There is some indication that the soot generated by 10/02 engines may be different, and the combustion event is definitely different with the 10/02 engines operating with more advanced injection timing.

- Greg observed that most panel members should, by now, have seen a new test procedure using the T-10 engine with 10/02 heads, pistons and injectors to run a 250 to 300 hour test looking at used oil KV100 increase in a low soot rate test (aprox 2% per 100 hours-6% at EOT). Greg agreed to forward a "standard" procedure to the secretary for inclusion in the minutes (pending).

- He indicated that Mack would like to form a Task Force reporting to the Mack Surveillance Panel to work on the development of this new test into ASTM quality and format. Steve Kennedy has agreed to chair this T.F.

- For the short term, this test will only be required for internal Mack oil approvals, but as Steve noted, it will likely also be the soot/viscosity control test suggested for PC-10.

- Greg intends to discuss this need/activity with the other EMA members during a meeting next week.
- Goal is to have the new test available by end 2Q03 to allow Mack to identify CI-4 plus lubricants, and Greg suggests a conference call of the T.F. next week followed by a face to face meeting in Hagerstown during the week of February 10th.

Steve Kennedy made a motion to form a Task Force reporting to the Mack Surveillance Panel to develop the current draft procedure for a T-10 based soot/viscosity increase test to the point where it is standardized and can be monitered. Riccardo Conti seconded the motion.

In response to a question, Jeff Clark indicated that the TMC will be able to moniter the test as long as it is an ASTM test. Since the MSP and T.F. are ASTM bodies, it will be an ASTM test.

This motion also passed unanimuosly.

ACTION ITEM -Wim Van Dam agreed to update the MSP scope and objectives to include this new T.F.

Greg noted that some point the MSP will need to address the "shortcomings" of the T-8E test and, possibly, develop correlations to this new procedure. Steve Kennedy agreed, but noted that we cannot change the test severity where it is used to define existing oil performance categories.
